Karnataka seeks Telangana model



The growing resentment about the possible delay in granting special status to the Hyderabad-Karnatak region, Karnataka chief minister Jagadish Shettar rushed to New Delhi on Monday to press for passing the constitutional amendment bill in this winter session.

He will meet MPs and Union ministers from the state and elicit their opinions and suggestions before placing the state's demand before the Centre. "If necessary, I'll meet the Prime Minister and Union home minister and pressurize them to pass the bill in this session,'' Shettar told reporters at Chimmalagi village in Basavana Bagewadi before leaving for New Delhi.

Referring to the criticism that the state's insistence on the Telangana model was delaying the proposal, he said the government's stand hadn't changed. He defended the demand for Article 371D, which provides for special reservation in education and employment.

The proposed Constitution (one hundred eighteenth amendment) Bill, 2012 seeks to insert a new Article 371 J in the Constitution to provide a special provision to establish a separate development board for the erstwhile Hyderabad-Karnatak region. The area consists of the fivedistricts of Gulbarga, Bidar, Raichur, Koppal, Yadgir and Bellary to accelerate development, promote inclusive growth and provide for reservation in education and vocational training institutions for domiciles of the region.

Why the amendment?

After the introduction of Article 371(2), the Marathwada region gained additional financial assistance of Rs 11,801 crore. It promoted economic development there in terms of per capita income higher than the H-K region. After the introduction of Article 371D, due to special provision for education and jobs, the Telangana region is enjoying better position in literacy and employment.

ಬೀದರ್ ಟರ್ಮಿನಲ್‌ಗೆ ಅಧಿಕಾರಿಗಳ ತಂಡ ಭೇಟಿ



ಬೀದರ್: ನಗರ ಹೊರವಲಯದಲ್ಲಿ ಚಿದ್ರಿ ಬಳಿ ನಿರ್ಮಾಣವಾಗಿರುವ ವೈಮಾನಿಕ ಟರ್ಮಿನಲ್‌ನ ಕಾರ್ಯಾರಂಭ ಕುರಿತಂತೆ ಸೋಮವಾರ ಭಾರತೀಯ ವಿಮಾನ ಪ್ರಾಧಿಕಾರ, ವಾಯುಪಡೆ, ಸರ್ಕಾರ ಮತ್ತು ಜಿಎಂಆರ್ ಪ್ರತಿನಿಧಿಗಳು ಜಂಟಿ ಸ್ಥಳ ವೀಕ್ಷಣೆ ಮಾಡಿ ಪರಿಶೀಲಿಸಿದರು. ಈ ಭೇಟಿಯ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ನಗರದಲ್ಲಿ ನಿರ್ಮಾಣವಾಗಿರುವ ಏರ್‌ಪೋರ್ಟ್ ಟರ್ಮಿನಲ್ ಕಾರ್ಯಾರಂಭ ಮಾಡುವ ಕುರಿತ ನಿರೀಕ್ಷೆಗಳು ಮತ್ತೆ ಗರಿಗೆದರಿವೆ.

`ಸ್ಥಳ ಪರೀಶೀಲನೆ ಹಂತದಲ್ಲಿ ಯಾವುದೇ ತಕರಾರು ವ್ಯಕ್ತವಾಗಿಲ್ಲ. ಜಿಎಂಆರ್ ಕಂಪನಿಯ ಪ್ರತಿನಿಧಿಗಳು ಸಂಸ್ಥೆಯ ನಿಲುವು ಕುರಿತು ವರದಿ ಸಲ್ಲಿಸುವ ವಾಗ್ದಾನ ಮಾಡಿದ್ದು, ವರದಿ ಬಂದ ಬಳಿಕ ಮುಂದಿನ ಸಾಧ್ಯತೆಗಳ ಬಗೆಗೆ ಚರ್ಚೆ ನಡೆಯಲಿದೆ` ಎಂದು ಪರಿಶೀಲನೆಯ ಬಳಿಕ ಜಿಲ್ಲಾಧಿಕಾರಿ ಡಾ. ಪಿ.ಸಿ.ಜಾಫರ್ ಅವರು ತಿಳಿಸಿದರು.
ಪ್ರಸ್ತುತ ಹೈದರಾಬಾದ್‌ನ ವಿಮಾನ ನಿಲ್ದಾಣದ ನಿರ್ವಹಣೆ ಮಾಡುತ್ತಿರುವ ಜಿಎಂಆರ್ ಸಂಸ್ಥೆಯು, ಹೈದರಾಬಾದ್ ನಿಲ್ದಾಣದ 150 ಕಿ.ಮೀ. ಪರಿಧಿಯಲ್ಲಿ ಮತ್ತೊಂದು ಟರ್ಮಿನಲ್ ಕಾರ್ಯಾರಂಭ ಮಾಡಬಾರದು ಎಂದು ಒಪ್ಪಂದ ಮಾಡಿಕೊಂಡಿದೆ ಎಂಬ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಬೀದರ್‌ನಲ್ಲಿ ನಿರ್ಮಾಣ ಮಾಡಿರುವ ಟರ್ಮಿನಲ್ ಕಾರ್ಯಾರಂಭ ನೆನೆಗುದಿಗೆ ಬಿದ್ದಿದೆ.

ವಿಮಾನ ಯಾನದ ಸಾಧ್ಯತೆಗಳು, ಟರ್ಮಿನಲ್ ನಿರ್ಮಾಣದಲ್ಲಿ ಆಗಿರುವ ಪ್ರಗತಿ, ಸೌಲಭ್ಯಗಳು, ವಾಯುಯಾನದ ಒತ್ತಡ ಇತ್ಯಾದಿ ಅಂಶಗಳ ಬಗೆಗೆ ಪರಿಶೀಲನೆಯಾಗಿದೆ. ಈ ಹಂತದಲ್ಲಿ ಯಾವುದೇ ತೀರ್ಮಾನ ಆಗಿಲ್ಲ. ಜಿಎಂಆರ್ ಸಂಸ್ಥೆಯ ವರದಿ ನಿರೀಕ್ಷೆ ಮಾಡಲಾಗುತ್ತಿದೆ ಎಂದರು.

ರಾಜ್ಯ ಮೂಲ ಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ರಾಜಕುಮಾರ ಕತ್ರಿ, ಜಿಎಂಆರ್ ಕಂಪನಿಯ ಮುಖ್ಯ ಕಾರ್ಯ ನಿರ್ವಾಹಕ ಅಧಿಕಾರಿ ವಿಕ್ರಮ್ ಆರ್. ಸಿಂಘಾನಿಯಾ, ಕೇಂದ್ರ ರಕ್ಷಣಾಸಚಿವಾಲಯದ ನಿರ್ದೇಶಕಿ ಉಮಾ ನಂದೂರಿ, ಭಾರತೀಯ ವಿಮಾನ ಪ್ರಾಧಿಕಾರ ಮತ್ತು ವಾಯುಪಡೆಯ ಅಧಿಕಾರಿಗಳು ಅವರು ಭೇಟಿ ನೀಡಿದ್ದರು.

ಜಿಲ್ಲಾಧಿಕಾರಿ ಡಾ. ಪಿ.ಸಿ.ಜಾಫರ್ ಅವರು ಈ ತಂಡಕ್ಕೆ ಟರ್ಮಿನಲ್ ಕುರಿತ ಮಾಹಿತಿ ಒದಗಿಸಿದರು. ಪೊಲೀಸ್ ವರಿಷ್ಟಾಧಿಕಾರಿ ತ್ಯಾಗರಾಜನ್, ಉಪ ವಿಭಾಗಾಧಿಕಾರಿ ಪ್ರಕಾಶ್ ನಿಟ್ಟಾಲಿ ಅವರೂ ಈ ಸಂದರ್ಭದಲ್ಲಿ ಹಾಜರಿದ್ದರು.

ಸ್ವಚ್ಛವಾಗದ ಟರ್ಮಿನಲ್ ಆವರಣ: ಅಧಿಕಾರಿಗಳ ತಂಡ ಭೇಟಿ ನೀಡುವ ಸಂದರ್ಭದಲ್ಲಿಯೂ ಟರ್ಮಿನಲ್‌ನ ಆವರಣವನ್ನು ಸ್ವಚ್ಛವಾಗಿಡುವ ಯತ್ನ ನಡೆದಿರುವುದು ಕಂಡುಬಂದಿತು.ಟರ್ಮಿನಲ್ ಆವರಣ ಬಹುತೇಕ ಹುಲ್ಲುಕಡ್ಡಿ, ಕಳೆ ಬೆಳೆದು ತುಂಬಿದ್ದು, ಯಾವುದೋ ಕಟ್ಟಡದ ಪಳೆಯುಳಿಕೆ ಎಂಬ ವಭಾವನೆಯನ್ನುಮೂಡಿಸುವಂತಿತ್ತು.

`ಸ್ಥಳ ಪರೀಶೀಲನೆ ಹಂತದಲ್ಲಿ ಯಾವುದೇ ತಕರಾರು ವ್ಯಕ್ತವಾಗಿಲ್ಲ. ಜಿಎಂಆರ್ ಕಂಪನಿಯ ಪ್ರತಿನಿಧಿಗಳು ಸಂಸ್ಥೆಯ ನಿಲುವು ಕುರಿತು ವರದಿ ಸಲ್ಲಿಸುವ ವಾಗ್ದಾನ ಮಾಡಿದ್ದು, ವರದಿ ಬಂದ ಬಳಿಕ ಮುಂದಿನ ಸಾಧ್ಯತೆಗಳ ಬಗೆಗೆ ಚರ್ಚೆ ನಡೆಯಲಿದೆ` ಎಂದು ಪರಿಶೀಲನೆಯ ಬಳಿಕ ಜಿಲ್ಲಾಧಿಕಾರಿ ಡಾ. ಪಿ.ಸಿ.ಜಾಫರ್ ಅವರು ತಿಳಿಸಿದರು.

ವಿಮಾನ ಯಾನದ ಸಾಧ್ಯತೆಗಳು, ಟರ್ಮಿನಲ್ ನಿರ್ಮಾಣದಲ್ಲಿ ಆಗಿರುವ ಪ್ರಗತಿ, ಸೌಲಭ್ಯಗಳು, ವಾಯುಯಾನದ ಒತ್ತಡ ಇತ್ಯಾದಿ ಅಂಶಗಳ ಬಗೆಗೆ ಪರಿಶೀಲನೆಯಾಗಿದೆ. ಈ ಹಂತದಲ್ಲಿ ಯಾವುದೇ ತೀರ್ಮಾನ ಆಗಿಲ್ಲ. ಜಿಎಂಆರ್ ಸಂಸ್ಥೆಯ ವರದಿ ನಿರೀಕ್ಷೆ ಮಾಡಲಾಗುತ್ತಿದೆ ಎಂದರು.

ಸ್ವಚ್ಛವಾಗದ ಟರ್ಮಿನಲ್ ಆವರಣ: ಅಧಿಕಾರಿಗಳ ತಂಡ ಭೇಟಿ ನೀಡುವ ಸಂದರ್ಭದಲ್ಲಿಯೂ ಟರ್ಮಿನಲ್‌ನ ಆವರಣವನ್ನು ಸ್ವಚ್ಛವಾಗಿಡುವ ಯತ್ನ ನಡೆದಿರುವುದು ಕಂಡುಬಂದಿತು.ಟರ್ಮಿನಲ್ ಆವರಣ ಬಹುತೇಕ ಹುಲ್ಲುಕಡ್ಡಿ, ಕಳೆ ಬೆಳೆದು ತುಂಬಿದ್ದು, ಯಾವುದೋ ಕಟ್ಟಡದ ಪಳೆಯುಳಿಕೆ ಎಂಬ ವಭಾವನೆಯನ್ನುಮೂಡಿಸುವಂತಿತ್ತು.

ವಚನಾಂಕಿತ ತಿದ್ದಿದವರ ಮೇಲೆ ಕ್ರಮಕ್ಕೆ ಆಗ್ರಹ

ಬಸವಕಲ್ಯಾಣ : ಬಸವಾದಿ ಶರಣರ ವಚನಾಂಕಿತ ತಿದ್ದಿದವರ ಸಾಲಿನಲ್ಲಿ ಮಾತೆ ಮಹಾದೇವಿಯವರ ನಂತರ ಬೀದರ್ ಜಿಲ್ಲೆಯವರೇ ಆಗಿರುವ ಸಚ್ಚಿದಾನಂದ ಚಟ್ನಳ್ಳಿ ಸೇರಿಕೊಂಡಿದ್ದು, ಅವರ ಮೇಲೆ ಸರ್ಕಾರ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಅಖಿಲ ಭಾರತ ಶರಣ ಸಾಹಿತ್ಯ ಪರಿಷತ್ತಿನ ತಾಲ್ಲೂಕು ಅಧ್ಯಕ್ಷ ಕಾಶಪ್ಪ ಬಾಲಿಕಿಲೆ ಒತ್ತಾಯಿಸಿದ್ದಾರೆ.

ಈ ಸಂಬಂಧ ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಮನವಿ ಕಳುಹಿಸಿರುವ ಅವರು, ಮಾತೆ ಮಹಾದೇವಿಯವರು ಬಸವಣ್ಣನವರ ವಚನಾಂಕಿತ ಕೂಡಲ ಸಂಗಮದೇವ ಇರುವುದನ್ನು `ಲಿಂಗದೇವ` ಮತ್ತು ಅಕ್ಕ ಮಹಾದೇವಿಯವರ ವಚನಾಂಕಿತ `ಮಹಾದೇವಿ ಅಕ್ಕ ಲಿಂಗಪ್ರಿಯ` ಎಂದು ಬದಲಾಯಿಸಿದರು.

ಈಗ ಅವರ ಶಿಷ್ಯ ಚಟ್ನಳ್ಳಿ ಸಹ ಅವರದೇ ದಾರಿಯಲ್ಲಿ ಹೊರಟಿದ್ದು `ಅಕ್ಕನ ಸಮಗ್ರ ವಚನಗಳು` ಮತ್ತು `ಯೋಗಾಂಗ ತ್ರಿವಿಧಿ` ಪುಸ್ತಕದಲ್ಲಿ ಶರಣೆ ಅಕ್ಕ ಮಹಾದೇವಿಯವರ ವಚನಾಂಕಿತ ಚನ್ನ ಮಲ್ಲಿಕಾರ್ಜುನ ಎನ್ನುವ ಬದಲು `ಚನ್ನ ಮಲ್ಲಿಕಾರ್ಜುನ ದೇವರ ದೇವಾ` ಎಂದು ತಿದ್ದುಪಡಿ ಮಾಡಿದ್ದಾರೆ. ಇದು ಅಕ್ಷಮ್ಯ ಅಪರಾಧ ಎಂದಿದ್ದಾರೆ.

ಸಾಹಿತ್ಯ ತಿದ್ದುವ ಅಧಿಕಾರ ಯಾರಿಗೂ ಇಲ್ಲ. ಆದರೆ ಮಾತೆ ಮಹಾದೇವಿಯವರು ಬಸವಣ್ಣನವರ ಹೆಸರಿನಲ್ಲಿ ಬಸವಧರ್ಮ ಪೀಠ ಕಟ್ಟಿಕೊಂಡು ಅವರ ವಿರುದ್ಧವೇ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದಾರೆ. ಇಂಥವರ ಕಾರ್ಯವನ್ನು ನಾಡಿನ ಮಠಾಧೀಶರು, ರಾಜಕೀಯ ಮುಖಂಡರು, ಸಂಘ ಸಂಸ್ಥೆಯವರು ಒಕ್ಕೊರಲಿನಿಂದ ಖಂಡಿಸಬೇಕು. ಸುಮ್ಮನಿದ್ದರೆ ಹೀಗೆ ನಾನು ಮಾಡಿದ್ದೇ ಸರಿ ಎನ್ನುವವರ ಪಟ್ಟಿ ಬೆಳೆಯುತ್ತಲೇ ಹೋಗುತ್ತದೆ ಎಂದಿದ್ದಾರೆ.

ಒಂದನಾಡ ಹೋಗಿ ಒಂಭತ್ತನಾಡುವ ಡಂಭರ ಮೆಚ್ಚ ಕೂಡಲಸಂಗಮದೇವ ಎಂದು ಬಸವಣ್ಣ ಹೇಳಿದ್ದಾರೆ. ವೈರಾಗ್ಯ ತಾಳಿದವರ ಮನಸ್ಸು ಮರ್ಕಟನಂತಿರದೆ ಮಗುವಿನಂತಿರಬೇಕು ಎಂದಿದ್ದಾರೆ. ಆದರೆ
ಮಾತೆ ಮಹಾದೇವಿ ಮತ್ತು ಅವರ ಶಿಷ್ಯರು ಹಟವಾದಿಗಳಾಗಿ ಧರ್ಮದ್ರೋಹ ಬಗೆಯುತ್ತಿದ್ದಾರೆ.

ತಪ್ಪು ಮಾಡುವುದು ಸಹಜ, ತಪ್ಪನ್ನು ಒಪ್ಪಿಕೊಳ್ಳುವುದು ಮಾನವೀಯತೆ. ಆದ್ದರಿಂದ ತಾವು ಮಾಡಿದ ತಪ್ಪನ್ನು ಇವರಿಬ್ಬರು ಒಪ್ಪಿಕೊಳ್ಳಬೇಕು. ಇಲ್ಲದಿದ್ದರೆ ಸರ್ಕಾರವೇ ಇವರಿಗೆ ಪಾಠ ಕಲಿಸಬೇಕು ಎಂದು ಪರಿಷತ್ತಿನ ಪ್ರಮುಖರಾದ ಮಲ್ಲಪ್ಪ ಲಾತೂರೆ, ನಾಗಯ್ಯ ಕೊಳ್ಳೂರ, ಶಾಂತಲಿಂಗ ಮಠತಿ ಸಹ ಮನವಿಯಲ್ಲಿ ಆಗ್ರಹಿಸಿದ್ದಾರೆ.

ದುರವಸ್ಥೆಯ ಆಗರ ಬಸವಕಲ್ಯಾಣದ ದೊಡ್ಡ ಕೆರೆ

ಬಸವಕಲ್ಯಾಣ  ತಾಲ್ಲೂಕಿನ ನಾರಾಯಣಪುರದ ಕೆರೆಯಲ್ಲಿ ಗಿಡಗಂಟೆಗಳು ಬೆಳೆದು ಹೂಳು ತುಂಬಿದ್ದರಿಂದ ನೀರು ಸಂಗ್ರಹಣೆಗೆ ಸಮಸ್ಯೆಯಾಗಿದೆ.ಈ ಕೆರೆ ಸುಮಾರು 300 ಹೆಕ್ಟೇರ್‌ನಷ್ಟು ವಿಶಾಲವಾಗಿದೆ. ತಾಲ್ಲೂಕಿನ ಅತಿ ದೊಡ್ಡ ಮತ್ತು ಹಳೆಯ ಕೆರೆಯಾಗಿದೆ. ಆದರೆ ಅಗತ್ಯ ಸಂರಕ್ಷಣೆ ಕೈಗೊಳ್ಳದೆ ದುರವಸ್ಥೆಗೆ ತಲುಪಿದೆ.

ಗುಣತೂರ, ಹುಲಗುತ್ತಿ ಮತ್ತು ನಾರಾಯಣಪುರ ತಾಂಡಾ ವ್ಯಾಪ್ತಿಯಲ್ಲಿನ ಪ್ರದೇಶದಿಂದ ಕೆರೆಗೆ ನೀರು ಬರುತ್ತದೆ. ಇಲ್ಲಿ ಹೆಚ್ಚಿನ ಗುಡ್ಡಗಾಡು ಪ್ರದೇಶ ಇರುವುದರಿಂದ ಮೊದಲಿನಿಂದಲೂ ಕೆರೆಯಲ್ಲಿ ಹೆಚ್ಚಿನ ನೀರು ಸಂಗ್ರಹಗೊಳ್ಳುತ್ತದೆ. ಆದರೆ ಈಚೆಗೆ ಇದರಲ್ಲಿನ ಹೂಳು ತೆಗೆಯದ ಕಾರಣ ಮತ್ತು ಗಿಡಗಂಟಿಗಳು ಬೆಳೆದಿದ್ದರಿಂದ ನೀರಿನ ಪ್ರಮಾಣ ಕಡಿಮೆಯಾಗಿದೆ.

ಮೊದಲು ಕೆರೆ ತುಂಬಿರುತ್ತಿದ್ದುದರಿಂದ ನೂರಾರು ಎಕರೆ ಪ್ರದೇಶಕ್ಕೆ ಕಾಲುವೆಗಳ ಮೂಲಕ ನೀರು ಹರಿಸಲಾಗುತಿತ್ತು. ಆದರೆ ಹತ್ತು ವರ್ಷಗಳಿಂದ ಕಾಲುವೆಗಳಿಗೆ ಆಗೊಮ್ಮೆ ಈಗೊಮ್ಮೆ ಮಾತ್ರ ನೀರು ಬಿಡಲಾಗುತ್ತದೆ. ಹೀಗಾಗಿ ಬೆಳೆಗಳಿಗೆ ನೀರಿನ ಕೊರತೆಯಾದಾಗ ರೈತರು ಕೆರೆ ನೀರು ಬರುತ್ತದೆ ಎಂದು ನಂಬಿ ಕುಳಿತುಕೊಂಡು ಹಾನಿ ಅನುಭವಿಸಬೇಕಾಗುತ್ತಿದೆ.

ನಾರಾಯಣಪುರ ಗ್ರಾಮಕ್ಕೆ ಇಲ್ಲಿಂದಲೇ ಕುಡಿಯುವ ನೀರು ಸರಬರಾಜು ಮಾಡಲಾಗುತ್ತದೆ. ಸಣ್ಣ ನೀರಾವರಿ ಇಲಾಖೆಯವರು ಇಲ್ಲಿ ಕೆಲ ಸಲ ಹೂಳು ತೆಗೆಯುವ ಕಾರ್ಯ ಕೈಗೊಂಡಿದ್ದಾರೆ. ಆದರೆ, ಕಾಟಾಚಾರಕ್ಕೆ ಕಾಮಗಾರಿ ನಡೆದಿದ್ದು ಪೂರ್ಣ ಪ್ರಮಾಣದಲ್ಲಿ ಕೆಲಸ ನಡೆದಿಲ್ಲ ಎಂದು ಗ್ರಾಮಸ್ಥರು ಹೇಳುತ್ತಾರೆ.

ಇಲ್ಲಿನ ಪೂರ್ಣ ಪ್ರಮಾಣದ ಹೂಳು ತೆಗೆಯಬೇಕು. ಕೆರೆಗೆ ಹೆಚ್ಚಿನ ನೀರು ಹರಿದು ಬರುವಂತಾಗಲು ಹಿಂಬದಿಯ ನಾಲೆಗಳ ಸುಧಾರಣಾ ಕಾರ್ಯ ಕೈಗೊಳ್ಳಬೇಕು. ಗಿಡಗಂಟಿಗಳನ್ನು ತೆಗೆದು ಹಾಕಬೇಕು ಎಂದು ಜನರು ಆಗ್ರಹಿಸಿದ್ದಾರೆ.

Bidar dist Anganwadi kids to get milk, eggs


From December 1, the government will supply milk and egg as a supplementary diet to ‘moderately malnourished’ children in aganwadis in the five backward districts of Gulbarga, Bidar, Raichur, Koppal and Yadgir.

As per the government order issued earlier this month, the exercise which has been taken up as a pilot project, will be implemented for 125 days, where 3,11,523 children aged 0-6, will be given milk and egg as supplementary diet along with their regular diet, under the Integrated Child Development Services (ICDS).

This is as per the directions of the High Court, based on the Justice N K Patil Committee recommendations. The government is already supplying milk and egg to 65,000 ‘severely malnourished’ children.

Under the new programme, the government is spending Rs 12.78 crore, said Ramesh Zalki, Principal Secretary, Women and Child Development department.
He said that the children will be provided eggs on four days and milk on two days of the week. Each child will receive an egg and 200 ml of milk.

Shakti Kapoor visited Bidar Fort to shoot for a film

Bollywood actor Shakti Kapoor visited Bidar Fort to shoot for a Telugu film on Saturday.

He was accompanied by Telugu film star Gopi Chand, actor Tapasi and others. The palace inside the fort, the Takht Mahal, or the crown palace inside the fort, has been turned into a villain’s den for the film.

Mr. Kapoor plays the villain in the movie that has yet to be named. Some action scenes were shot on Saturday, but filming has been scheduled for Sunday as well.

Some local boys were asked to play extras in the film, said the director of the film, S. Chandrashekar.

Police launch offensive against land mafia in Bidar



Special cell registers cases against councillor and his associates

The special cell of the Bidar police has initiated measures to control the slowly growing land mafia here and in surrounding areas.

As a first step, it has registered two cases of encroachment and intimidation against Ravi Swamy, a member of the Bidar City Municipal Council, who is accused of murdering Rohan Patil, the former president of the Bharatiya Janata Party’s city unit.

It has also filed criminal cases against a retired tahsildar and a few Revenue Department officials on charges of fabricating government documents and cheating.

“While investigating Patil’s murder, we realised that the growing clout of the land mafia was leading to criminal activities in the district. That is why we set up this special cell with assistance from the Revenue Department. We are not only registering cases, but also evicting encroachers,” N. Satish Kumar, Superintendent of Police told The Hindu .

Complaint

According to a complaint by Samuel Dhanaraj, a resident of Bidar, a group led by Ravi Swamy had tried to grab land from his father, Subhash, who had mental disabilities. The complainant alleged that the councillor had tried to encroach on 18 acres at Halladkeri on the outskirts of Bidar, valued at around Rs. 18 crore, by bribing personnel in the Revenue Department and sub-registrar offices.

“They threatened our family members and conspired against us,” Mr. Dhanaraj said in his complaint. He also complained that the sub-registrar’s office had registered the land despite an order by a civil court against the move.

The police have registered cases against Ravi Swamy and Rajaram, both members of the Bidar CMC and their associates Sanjivkumar Mahantayya Swamy, Prahlad Archa, Avinash, Chandrashekar, Veershetty Patil, Santosh Shivalingappa Talampalli, Neelesh Nandakumar Sindhol and Sumit Basavaraj Sindhol. Cases have been registered at the Gandhi Gunj police station.

In another case, Basavaraj Shankarappa Malage has complained that Ravi Swamy and his associates tried to grab his ancestral property by fudging documents. The councillor and others created a fake will of his deceased father and tried to encroach about 4 acres on the out-skirts of Bidar, valued at around Rs. 3 crore, the complaint said.

He also said that the then tahsildar Jagannath Sirse, the revenue inspector and village accountant had connived with the encroachers. The complainant said that the Assistant Commissioner had found the transfer of land illegal and cancelled it.

The police have registered criminal cases against Ravi Swamy and his associates Santosh Swamy, Asha Rani, Suresh Sidramappa, Bheemanna Itagi, retired tahsildar Jagannath Sirse, the revenue inspector and the village accountant.

“We have also registered a few other cases based on complaints against Ravi Swamy and his associates,” Mr. Kumar said.

SCR to Run Special Trains Between Bidar and Dharur for Christian Jathara at Dharur


In order to clear extra rush of passengers attending Christrian Jathara at Dharur conducted by Methodist Church, South Central Railway will run two special trains between Bidar and Dharuras per the following schedule:-

Train No. 07001 Bidar-Dharur Special Trainwill depart Bidar at 10 00 hrs o­n Friday i.e., 16th November 2012and arrive Dharur at 13 20 hrs o­n the same day.

In the return direction, Train No. 07002 Dharur-Bidar Special Train will depart Dharur at 18 00 hrs o­n Sunday, the 18th November 2012 and arrive Bidar at 21 00 hrs o­n the same day.

Enroute, these special trains will stop at Zahirabad, Kohir, Sadasivapet and Vikarabad. These special trains will comprise of eight General Second Class, two Second Class Luggage Cum Brake Van Coaches totaling to ten Coaches.

He stoped granting Jahgirs to the officers and paid salary in cash



More famous than its rulers and one who rendered loyal service to the Bahamani states with a spirit of selflessness was Mohammad Gawan. Born at Gilan Persia he was educated at Cairo (in Egypt). He studied Islamic theology and law and mastered the Arabic and the Persain languages. He came to Bidar in 1477 AD and was appointed as an officer by Alla-ud-din II. Later he became a minister. Under Mohammad III, he was appointed the prime minister. By his administrative ability and skill, he increased the fame of the Bahamani kingdom. He expanded the kingdom by conquering Konkan, Belgaum and Goa from Vijayanagar after 1469 Ad. In 1478 AD. He invaded Orissa and conquered the Kon daveedu fort. He also reached Kanchi in 1481 AD. And brought a rich booty from the camaign. But people who envied him for his achievements in the all-round develpment of the realm poisoned the mind of the Sultan against Gawan. The Sultan had Gawan beheaded in 1481 AD. After him the Bahamani kindom was weakened and in 1489 AD. It broke up.


The Bahamani kingdom was administered according to the Islamic laws. The four provinces into which the kingdom was divided, was further divided into eight provinces (Tarafs) by Gawan. The unruly Governors (Tarafdars) and rich nobles were suppressed by Gawan. He tried to stop the practice of granting Jahgirs to the officers and payed them salary in cash. Every Taraf had a strong fort with a strong army contigent stationed in it. The Tarafs were divided into SaParaganas. He provided a sound administration. He regulated the revenue collection and the postal system. The fertility of the soil, irrigation facility and vicinity of the land to the market were considered in settling the land revenue of a piece of land. Many taxes which were irksome to the people were cancelled.

Puttaswamy lays the foundation stone for G N Cooperative Super-specialty Hospital




It is too late for the Bharatiya Janata Party (BJP) leadership to reconcile with the former Chief Minister B.S Yeddyurappa now,” Minister of Cooperation B.J. Puttaswamy said here on Sunday.

“It is too late to make any efforts to try and retain Mr. Yeddyurappa in the BJP. There is nothing left to talk now,” Mr. Puttaswamy, a close aide of the former Chief Minister, told journalists.

He was here to lay the foundation stone for Gurupadappa Nagamarapalli Cooperative Super-specialty Hospital in Lalbagh village in Bidar taluk.

Mr. Yeddyurappa had decided to quit the BJP. Karnataka Janata Paksha’s office-bearers had also been announced. What was left for Mr. Yeddyurappa was to officially quit the BJP and join the KJP. He would not consider staying back in the BJP now, Mr. Puttaswamy said.

Asked he would join the KJP, he said he would announce his decision soon. Later, the Minister said the government would extend all possible help to the cooperative hospital.

Rs. 100-crore project

Mr. Nagamarapalli, chief promoter, said the hospital would come up on 60 acres of land at a cost of Rs. 100 crore. “We will seek government grant and donation from individuals in Karnataka, Maharashtra and Andhra Pradesh to complete the project,” he said.

Work on the hospital would be completed in two years, he said. He announced that Gescom Employees Union had donated Rs. 50 lakh for the hospital project.

The former Chief Minister N. Dharam Singh, MLAs Bandeppa Kashempur, Prabhu Chauhan, Ishwar Khandre and Rahim Khan; MLC Raghunath Malkapure and Bidar Zilla Panchayat president Deepika Sachin Rathod were among those present.

Bidar growers demand fair price for sugarcane


They want Rs. 3,000 for a tonne of sugarcane

Members of the Karnataka Rajya Raitha Sangha staged a “rasta rook” across the district on Tuesday criticising the government for not fixing a fair price for sugarcane.

Roads blocked

The farmers blocked roads leading to sugar factories in Bidar, Aurad, Bhalki, Basavakalyan and Humnabad.

They shouted slogans against the State government and sugar factory managements for not paying arrears from last year and failing to announce the price for this year.

‘Pass order’
They demanded that the government pass an order instructing factories to pay Rs. 3,000 a tonne of sugarcane. They urged the factories to abide by such orders.

They objected to the State government issuing district-specific orders.

“The government recently issued an order fixing the price of sugarcane at Rs. 2,400 a tonne for growers in Mandya. Why can it not issue orders that apply to every district?” Karnataka Rajya Raitha Sangha leader Vishwanath Patil Koutha said.

He dismissed factories’ claims of making losses as “misleading”.

“When sugar was selling at Rs. 1,800 a quintal, sugar factories were paying growers Rs. 1,000 per tonne of sugarcane supplied. But they are not ready to pay Rs. 3,000 when sugar is selling at Rs. 3,600 a quintal,” Mr. Koutha said. Leaders of farmers such as Prabhurao Patil, Mallikarjun Swamy, Srimant Biradar, Chandrashekar Jamkhandi, Satish Nannure, Siddappa Sanmani, Sumant Gramle, Nagaiah Swamy, Dhoolappa Sooralli, and Veeresh Shambhu were present.

Bidar Utsav will be held this year: Valyapure



The State government has decided to celebrate Bidar Utsav this year, Sunil Valyapure, district in-charge, said here on Thursday.

A preparatory meeting of officials planned here on November 9 would discuss issues related to the event, he said. A final format of the artists, events and funding for the celebrations would emerge after discussions with leaders and NGOs, he told presspersons.

Aimed at promoting tourism, the Bidar Utsav was started in 2006. The State government, however, cancelled the utsav at the last minute in April.

“The State government will fill all vacant posts in the district in the next few months. We will take up the appointment of senior officials such as the Assistant Commissioner, tahsildar, doctors and teachers in the district on priority,” Mr. Valyapure said.

Directed

The Minister directed NEKRTC officials to start operating tourist buses in Bidar and surrounding areas.

The State was also releasing funds to upgrade several projects, such as the teaching hospital at the Bidar Institute of Medical Sciences, Ring Road construction and construction of bridges over the Manjra in Bhalki taluk, he said.

A proposal to provide drinking water from Bandori Nala to Kohinoor and the surrounding villages in Basavakalyan taluk had been sent to the State government. We plan to spend Rs. 15 crore on this, Mr. Valyapure said-

2 CMC members behind Rohan Patils murder



Evidence indicates supari killing: Superintendent of Police

The Bidar police have said they have solved the murder of Rohan Patil, president of the BJP’s city unit, here on Saturday.

Patil died on the spot when a lorry hit him while he was on his morning walk near his house on October 11.

“Ravi Swamy and M. Riyaz, members of the City Municipal Council, are involved in the murder of Mr. Patil,” N. Satish Kumar, Superintendent of Police, told presspersons.

“The two CMC members were trying to grab land around Bidar and sell them by fabricating documents. Patil had opposed it and they suffered losses. That is why they decided to kill him. They hired some persons from Bidar and Visakhapatnam to kill Patil,” he said.

“First we registered an accident case, but investigations revealed a well-planned conspiracy. We have enough evidence to say that it is a supari killing,” Mr. Kumar said.

Contracted

“The council members gave a contract to Sheikh Khaja, Wasim, Habib, Imran and Sarvar Khan, all from Bidar, Sheikh Khayum Machakuri of Visakhapatnam and M. Shakeel from Rajeshwar in Basavakalyan taluk. Some of the accused are wanted in connection with criminal complaints in various police stations in the district. Khaja and Khayum were arrested on Saturday,” Mr. Kumar said.

“The CMC members and the contract killers had planned the killing to the last detail. They decided to crush Patil under a lorry. They thought that he was well built and could resist an attack. They also had a plan B. They were following the lorry in two vehicles. If Patil had not died in the impact, they planned to attack him. We have seized the lorry, the two vehicles and the weapons they carried,” Mr. Kumar said.

Seized

“The lorry was abandoned at the murder spot, while the vehicles and weapons, including an imported gun, were seized from Riyaz’s house. The two CMC members are absconding. While Riyaz faces charges in 11 cases, including two murder cases and one attempt to murder, Swamy faces two cases, including a murder case. Special teams have been formed to arrest the accused,” he said.

“The police will work with the district administration to control the land mafia that is slowly building up in the city,” Mr. Kumar said.

A special cell to handle such cases has been formed at the district police office. Based on a complaint regarding the fabrication of documents, police had interrogated a retired tahsildar and registered a case.

Deputy Commissioner P.C. Jaffer had promised to form a special team to identify the involvement of government officials in such cases and punish the accused, he said.

The Superintendent of Police urged residents of the district to file a complaint with the cell regarding such disputes without fear.

“The police will guarantee the safety of the complainants and the witnesses,” he added.

Top women scientists to scale girls’ schooling woes



Some of the top female scientists from across the country will be gathering for a conference in Bidar district on November 7 to tackle the problem of girls’ education.

They will be also submitting their findings and solutions to the government of India. The conference will take place at the 5th National Women’s Science Congress, organised by Swadeshi Vijnana Andolana-Karnataka.

About 250 of the country’s top women thinkers and scientists from institutions such as Defence Research and Development Organisation (DRDO), Karnatak University, Delhi Women’s University, Indian Institute of Science (IISc) and more will meet and take part in various paper presentations and panel discussions.

“This event is women’s chapter of our organisation. For the past five years, we usually have one focal point throughout the conference wherein these women scientists will mull over certain issues and problems pertaining to them. This time around, the focus will be on a girl child’s education," says H Ramesh, general secretary, SVAK.

The panelists will discuss problems faced by girls from primary and secondary education to all the way to research. Then they will submit the final analysis to the government of India. The panel discussion will not be the only thing that will happen during the course of the conference, added Ramesh.

“Women scientists often do not have a platform to present their work. During this conference, the scientists will be presenting their research on everything from chemical biology and physical sciences to modern medicine, civil and aerospace engineering to electronic engineering. They will also present papers in arts such as music and speech and linguistic sciences,” he adds.

But it is not only about taking the work to a wider audience but also a chance for getting help from their peers, says Ramesh. “They will discuss about the current state of where their research is at and how they can take it forward,” he avers.

The conference will also recognise the work done by exceptional scientists such as Dr Tessy Thomas, a project director from AGNI missiles, Advanced Systems Lab, DRDO, Hyderabad, who will be awarded Marie Curie Mahila Vijnana Puraskara.
